Governor of Enugu State, Dr. Peter Mbah, has constituted the committee for the implementation of the State Climate Policy and Action Plan.
Performing the inauguration in Government House, Enugu, on Tuesday, 7Th October,2025, Governor Mbah, who was represented by the Secretary to the State Government, Professor Chidiebere Onyia, said in response to the urgent threat of climate change, the State Government on 17 Th March 2025, launched the State’s first Climate Change Policy and Action Plan (ESCPAP) .
“This comprehensive framework seeks to foster low-carbon economic growth, reduce greenhouse gas emissions, and build resilience against climate-related impacts, while positioning Enugu as a leader in sustainable development, ” he said.
The governor said when the Climate Policy and Action Plan was approved by the Executive Council earlier in January they provided for the formation of an Implementation Committee to facilitate the implementation of the policy and the action plan.

“The Implementation Committee is established to provide strategic oversight, coordination, and support to facilitate the successful implementation of the ESCPAP.
According to Governor Mbah, the committee shall ensure effective delivery of climate mitigation, adaptation, governance, finance mobilisation, monitoring, and reporting, in alignment with state, national, and global climate commitments.
“The Committee shall: drive coordinated implementation of sectoral actions across all relevant Ministries, Departments, and Agencies (MDAs).
Strengthen climate governance and mainstream climate considerations into state development policies.
Help to mobilise climate finance through public and private channels including carbon markets, green bonds, and development finance.
Monitor, evaluate, and report on progress in line with the Monitoring and Evaluation (M&E) Framework outlined in ESCPAP.
Foster inclusive stakeholder engagement to ensure broad-based support and equitable climate outcomes.
The Governor on the scope of work, said , the Committee shall: perform the following duties:

On mitigation measures,, “support deployment of renewable energy and energy efficiency interventions in public and private sectors.
“Promote low-carbon transport including electric and CNG vehicles and non-motorised options.
“Facilitate sustainable waste management, including circular economy models.
‘Support green building practices and implementation of energy audits.
Promote afforestation, reforestation, and climate-smart agriculture.
On adaptation and resilience, “the committee will conduct vulnerability assessments and develop local adaptation plans.
Implement nature-based solutions for erosion and flood control.
Strengthen community resilience through Climate Resilience Hubs and climate-smart infrastructure.
Improve access to clean cooking technologies and climate-resilient livelihoods”.
On climate governance and cross-cutting issues, the committee will
oversee the development and implementation of a climate mainstreaming strategy.

“Ensure integration of gender, youth, disability inclusion, and social equity in climate actions.
“Conduct public education, capacity building, and stakeholder dialogues.
Work with other relevant stakeholders to promote the climate education in schools.
On finance, monitoring, and Learning , the Committee was charged to work with relevant MDAs in developing of a comprehensive Climate Finance Plan.
Facilitate resource mobilisation from domestic and international sources.
Establish a results-based Monitoring, Evaluation, and Learning (MEL) system with KPIs.
Report annually on progress, challenges, and lessons learned.
The committee is chaired by the Secretary the State Government, it has two co-chairmen. The first Vice Chairman, Hon Commissioner for Environment and Climate Change ,Prof Sam Ugwu ,the Second Vice-Chairman is the Commissioner of Finance, Dr
Nathaniel Urama, secretary of the committee is the Senior Policy Adviser to the Governor on Climate Policy and Sustainable Development ,
Other members are representatives from key MDAs (Environment, Energy, Agriculture, Transport, Finance, Planning, Health, etc.)
Experts from academia and research institutions (e.g., ESUT, GC)
Civil society, youth, women’s groups, and traditional authorities
Private sector and development partners
Climate finance and technical experts (as co-opted)
On reporting, the governor said the committee will be having quarterly briefings to the Executive Council; while Annual Report to be submitted to the Governor and made public.

Timeline and Phasing. Governor Mbah told the committee that implementation shall be phased as per the Action Plan, with immediate, medium-, and long-term milestones (2025–2060). Each phase will include targets, KPIs, and funding mechanisms in line with the ESCPAP’s Results Framework.
On the code of conduct, he said
Members shall demonstrate professionalism, integrity, transparency, inclusivity, and commitment to collaborative governance.
“This Committee serves as a key mechanism for translating Enugu State’s climate vision into action. Through strategic coordination, accountability, and stakeholder inclusion, it shall position the state as a model for subnational climate leadership in Africa,” Gov Mbah said.
Delivering the acceptance speech on behalf of other members, the 1st Co-Vice Chairman, Professor Sam Ugwu, thanked Governor Mbah for appointing them to serve on the committee. He promised that the committee will work diligently and produce a positive result.
